The objective is to develop a platform for developmental testing of both military C3 and commercial wireless devices in a user-defined, field emulation RF environment through real-time digital signal processing. The platform may also be applied to research-oriented testing of geolocation and direction finding technology, in addition to emerging RF technologies such as advanced MIMO antennas.

The objective is to "Research and develop enabling technologies to build a multi-functional Software Defined Radio based Cognitive Radio Network (SDR based CRN) capability, which will maximize the spectrum efficiency by utilizing both unused and underused spectrum of opportunity. The 'SDR based CRN' will minimize interference to the licensed primary users, and at the same time maintaining network Quality of Service (QOS) goals and end-to-end objectives."
